The request of the Ministry of Agriculture and Rural Affairs for the examination and approval of the National high-standard farmland construction plan (2021-2030) has been received. The reply is as follows:
Firsr. Agree in principle to the "National High-Standard Farmland Construction Plan (2021-2030)" (hereinafter referred to as the "Plan"), please carefully organize the implementation.
With the primary goal of increasing grain production capacity, we will attach equal importance to new construction and upgrading, to the quantity and quality of construction, and to the management and protection of projects after construction. We will improve the mechanism for ensuring input, accelerate the construction of high-standard farmland, and raise the standards and quality of construction, so as to provide a solid foundation for ensuring national food security and the effective supply of important agricultural products.
Third, through the implementation of the "Plan", to build 1 billion mu of high-standard farmland by 2022, so as to stabilize and guarantee the grain production capacity of more than 1 trillion jin; By 2025, 1,075 million mu of farmland will be built, and 105 million mu of existing high-standard farmland will be upgraded, so as to stabilize grain production capacity of more than 1.1 trillion tons. By 2030, 1.2 billion mu of farmland will be built, and 280 million mu of existing high-standard farmland will be upgraded, so as to stabilize grain production capacity of more than 1.2 trillion tons. Efficient water-saving irrigation will be planned and implemented simultaneously with high-standard farmland construction, and 110 million mu of new efficient water-saving irrigation construction will be completed from 2021 to 2030.
Fourth, the people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps should place high-standard farmland construction in a more prominent position, strengthen organizational leadership and overall coordination, optimize the structure of fiscal expenditure, take farmland construction as a key support, strengthen construction progress and quality management, and improve construction effectiveness. According to the goals and tasks determined in the "Plan", speed up the preparation of high-standard farmland construction planning at the provincial, city and county levels, refine policies and measures, decompose the construction tasks to the city and county, and implement them to the land parcel. It is necessary to strengthen the management, protection and utilization of high-standard farmland after construction, strengthen the monitoring and evaluation of high-standard farmland productivity targets, strictly implement use control, and resolutely curb "non-agricultural" and prevent "non-grain".
Fifth, the Ministry of Agriculture and Rural Affairs shall work with relevant departments to continuously improve relevant standards and systems, do a good job of connecting relevant plans, carry out tracking analysis and assessment, and urge all localities to implement the goals and tasks of the Plan. All relevant departments and units under The State Council shall, in accordance with the division of responsibilities, strengthen support and cooperation to form synergy in construction. Major issues arising from the implementation of the Plan shall be promptly reported to The State Council.
