Opinions of the CPC Central Committee and The State Council on Completing the Key work of Comprehensively Promoting Rural Revitalization in 2023

The 20th CPC National Congress drew up a blueprint for comprehensively promoting the great rejuvenation of the Chinese nation through Chinese-style modernization. The most arduous and onerous task in comprehensively building a modern socialist country still lies in the countryside. The world is undergoing major changes unseen in a century, and China's development has entered a period of coexistence of strategic opportunities, risks and challenges, and increasing uncertainties and unpredictable factors. It is of Paramount importance to ensure that the basic agenda of agriculture, rural areas and farmers is well maintained. The Party Central Committee believes that we must unswervingly solve the problems of "agriculture, rural areas and farmers" as the top priority in the work of the whole Party, give full play to the efforts of the whole Party and the whole society to comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas. A strong country must first strengthen farmers, and only when farmers are strong can the country be strong. It is necessary to base on the national conditions of agriculture, reflect Chinese characteristics, and build a strong agricultural country with strong supply guarantee, strong scientific and technological equipment, strong business system, strong industrial resilience, and strong competitiveness.
We will continue to integrate urban and rural development, strengthen scientific and technological innovation and institutional innovation, firmly adhere to the bottom line of ensuring food security and preventing large-scale return to poverty, steadily advance rural development, rural construction, rural governance and other key work, accelerate the development of an agricultural country, build a livable and viable countryside and lay a solid foundation for a good start in building a modern socialist country.
First, we will work hard to ensure stable production of grain and major agricultural products
(1)Do everything possible to ensure grain production. To ensure that national grain output is kept above 50 million metric tons, all provinces (autonomous regions and municipalities directly under the Central government) should keep their area stable, focus on yield per unit area, and strive to increase production by more. We will consolidate the foundation of food security on all fronts, strengthen the material foundation for grain storage to be made locally and by technology, and improve mechanisms to ensure that farmers earn profits from growing grain and that local governments fulfill their responsibility for grain production. We will implement a new round of action to increase grain production capacity by 50 million metric tons. Carry out the creation of tons of grain fields. We will promote the development of multi-cropping grain production in southern provinces and encourage the development of recycled rice where conditions permit. We will support the implementation of "one spray and three prevention measures" for wheat. Implementation of the maize yield improvement project. We will continue to raise the minimum purchase price for wheat, set a reasonable minimum purchase price for rice, stabilize rice subsidies, and improve the response mechanism for ensuring supply and prices of agricultural supplies. We will improve the mechanism for compensating major grain-producing areas, and increase the amount of incentive funds for major grain-producing counties. We will gradually expand the coverage of full cost insurance and planting income insurance for rice, wheat and corn. We will implement the quality grain project. We will encourage the development of grain production on order to achieve high quality and higher prices. Strictly prevent "cutting green and destroying grain". Provincial Party committees and governments will be strictly assessed on the responsibility system for farmland protection and food security. We promoted the promulgation of a food security law.
(2)Increase the planting of soybean oil. We will deepen projects to increase production capacity of soybeans and oilseeds. We will steadily promote banded soybean and corn planting, support grain and soybean crop rotation in Northeast China and the Huang-Huai-hai region, and steadily develop and utilize saline-alkali land for soybean cultivation. We will improve subsidies for corn and soybean producers, and carry out trials of full cost insurance and planting income insurance for soybeans. Overall planning of comprehensive support measures for rape, the implementation of rice tanker cultivation, and vigorously develop and use idle winter fields to grow rape. We will support the development of woody oilseeds, implement a three-year campaign to accelerate the development of the oiltea industry, and implement the tasks of expanding oiltea planting and upgrading low-yielding and low-efficiency forests. We will further implement the action of reducing the amount of soybean meal used for feeding.
(3) Developing modern facility agriculture We will modernize facility agriculture. We will accelerate the development of centralized rice seedling centers and intensive vegetable seedling centers. We will speed up the construction of grain drying facilities, refrigeration facilities in producing areas, and cold chain logistics facilities. Focus on upgrading old vegetable facilities. We will upgrade large-scale livestock and poultry farms and aquaculture ponds. On the premise of protecting the ecology and not increasing the total amount of water, we will explore the scientific use of the Gobi desert to develop facility agriculture. Local governments will be encouraged to grant credit discounts to facility agriculture.
(4)Building a diversified food supply system. Establish a big food concept, accelerate the construction of a diversified food supply system that integrates grain, economy and feeding, integrates agriculture, forestry, animal husbandry and fishery, and supports both plants, animals and microorganisms, and formulate implementation plans in different fields. We will build high-quality, water-saving, high-yield and stable forage production bases, and accelerate the development of alfalfa and other grass industries. Vigorously develop silage, accelerate the promotion of straw livestock. Develop underforest farming. We will deepen the transformation and upgrading of grassland animal husbandry, make rational use of grassland resources, and promote rotation of grassland grazing. Scientific demarcation of restricted areas, the development of large surface ecological fisheries. We will build modern Marine pastures, and develop deep-water cages, aquaculture boats and other far-reaching Marine aquaculture. Cultivate and expand the edible fungi and algae industry. We will intensify oversight of food safety and agricultural product quality and safety, and improve the traceability management system.
(5) Coordinated regulation of grain and major agricultural products We will strengthen capacity building for emergency food security. We will strengthen oversight of reserves and purchases and sales. Implement the overall responsibility of the province for stable production and supply of pigs, and strengthen the regulation and control of pig production capacity based on breeding sows. Strict "basket" mayor responsibility system assessment. We will improve the cotton price target policy. We will continue to implement the policy of subsidizing the promotion of improved cane varieties and methods. We will improve support policies for natural rubber. We will strengthen regulation of the production, storage and transportation of fertilizers and other agricultural materials. We will give full play to the role of international trade in agricultural products and thoroughly implement the strategy of diversifying agricultural imports. We will carry out in-depth food conservation actions, promote savings and reductions across the entire chain, and improve the regular and long-term working mechanism. Promote healthy eating.
Second, we will strengthen agricultural infrastructure
(6)Strengthen the protection and control of cultivated land use. We will strictly manage the balance of arable land occupied and replenished, and implement the mechanism of joint inspection and assessment of supplementary cultivated land by departments and "city and county review, provincial review, and social supervision" to ensure that the amount of supplementary cultivated land is equal, the quality is equal, and the production capacity is not reduced. We will strictly control the conversion of arable land into other agricultural land. We will explore the establishment of a control mechanism for cultivated land use, clarify the priority of use, strengthen dynamic monitoring, and carry out pilot projects in an orderly manner. We will increase the utilization of abandoned farmland. We will do a good job in the third national soil survey.
(7) Strengthening the development of high-standard farmland. We completed the annual task of building, upgrading and upgrading high-standard farmland, focusing on improving soil and improving farmland irrigation and drainage facilities, making coordinated efforts to promote efficient and water-saving irrigation, and improving long-term management and protection mechanisms. We will formulate an implementation plan for gradually turning all permanent basic farmland into high-standard farmland. We will strengthen the protection of black land and comprehensively improve slope farmland. We will crack down on acts that destroy soil, such as digging up black soil and electrofishing earthworms. We will strengthen technological research to improve the productivity of arid and semi-arid arable land and red and yellow soil cultivated land, continue to promote the shift from mainly saline-tolerant crops to more saline-tolerant plants adapted to saline-alkali land, and carry out trials for the comprehensive development and utilization of reserve resources of saline-alkali land and other cultivated land.
(8) Strengthening water conservancy infrastructure. We will make solid progress in the construction of major water conservancy projects and speed up the construction of the backbone network of the national water network. We will accelerate the construction and modernization of large and medium-sized irrigation areas. A number of small and medium-sized reservoirs and water diversion and drought relief projects were implemented. Strengthen the construction of farmland water conservancy facilities such as the connection between the field and the head canal system and the key projects in the irrigation area. We will support the comprehensive treatment of groundwater overexploitation in key regions and promote deep water saving and water control in agriculture in the Yellow River Basin. Develop high-efficiency and water-saving dry farming in arid and semi-arid areas. We will strengthen the construction and management of flood storage and detention areas, improve small and medium-sized rivers, prevent and control flash floods, and accelerate the reinforcement of small and medium-sized reservoirs and the safety monitoring of small reservoirs. We will deepen comprehensive pricing reform for water used in agriculture.
(9) Strengthening agricultural disaster prevention and reduction capacity. To study and carry out a new round of agro-climatic resources survey and agro-climatic regionalization. Optimize and improve the network layout of agricultural meteorological observation facilities and stations, and release agro-meteorological disaster information by region and disaster type. We will strengthen the system for preventing drought and flood disasters and ensure disaster prevention and relief in agricultural production. We will improve community-level monitoring and early warning networks for animal and plant diseases and pests. We will ensure regular prevention and control of major animal diseases such as African swine fever and prevention and control of the sources of major zoonotic diseases. We will improve the comprehensive prevention and control of forest and grassland fires in key areas.
Third, strengthen agricultural science and technology and equipment support
(10)Promoting research in key agricultural core technologies. Adhere to the orientation of industrial demand, build an agricultural science and technology innovation system with clear echelon, division of labor and cooperation, and moderate competition, and accelerate breakthroughs in cutting-edge technologies. We will support the development of platforms such as national laboratories in agriculture, national key laboratories, and manufacturing innovation centers, and strengthen the construction of basic long-term observation and experiment stations (points) in agriculture. We will improve the mechanism for stable support for basic research in agricultural science and technology.
(11) Thoroughly implementing the campaign to revitalize the seed industry. We completed a nationwide survey of agricultural germplasm resources. Establish an open, collaborative and shared application mechanism for accurate identification and evaluation of germplasm resources. We will comprehensively implement major biological breeding projects, make solid progress in the national joint research on breeding and the program for genetic improvement of livestock and poultry, and accelerate the cultivation of new varieties of high-yield and high-oil soybeans, short-growth rapeseed, and saline-alkali tolerant crops. We will accelerate the industrialization of corn and soybean biological breeding, expand the scope of pilot projects in an orderly manner, and standardize planting management.
(12)Accelerating the development and promotion of advanced agricultural machinery. Step up the research and development of large-scale intelligent agricultural machinery equipment, small machinery and horticultural machinery for hilly and mountainous areas. Support the integrated application of Beidou intelligent monitoring terminal and auxiliary driving system. We will improve policies for subsidizing the purchase and application of agricultural machinery, explore ways to provide subsidies that are linked to the amount of work being done, and ensure that local governments fulfill their statutory spending responsibilities.
(13) Promoting green agricultural development We will accelerate the popularization and application of technology to reduce the quantity and increase the efficiency of agricultural inputs, promote the integration of water and fertilizer, and establish a sound collection, utilization and treatment system for agricultural waste such as straw, agricultural film, pesticide packaging waste, and livestock and poultry manure. We will promote the construction of pilot zones and observation and test bases for green agricultural development. We will improve the system of fallow crop rotation. We will strengthen prevention and control of sources of heavy metal pollution such as cadmium in agricultural soil. We will strengthen the safe use and risk control of polluted farmland. Establish a monitoring system for agricultural ecological environmental protection. Regulations on compensation for ecological protection will be introduced. We will strictly implement the system of closing fishing periods, implement the 10-year fishing ban in the Yangtze River, and consolidate the results of ensuring the resettlement of fishermen who retire from fishing. We will continue to carry out the Mother River recovery campaign and scientifically carry out comprehensive improvement of rural rivers and lakes. Strengthening the construction and renovation of silt DAMS on the Loess Plateau. We will intensify efforts to protect and restore grasslands. We will consolidate our achievements in returning farmland to forests and grasslands and implement relevant subsidy policies. We will crack down on the illegal introduction of exotic species, implement the prevention and control of invasive species that cause major harm, and strengthen the management of the trading and release of "exotic pets".
Fourth, consolidate and expand the achievements in poverty alleviation
(14)We will resolutely safeguard the bottom line against large-scale return to poverty. We will consolidate the responsibility for consolidating and expanding the achievements of poverty alleviation at all levels to ensure that we do not relax our efforts and do not go astray. Strengthen dynamic monitoring to prevent relapse of poverty. For those who have the ability to work and are willing to monitor, we will implement development-type assistance measures. We will improve the stratified and classified social assistance system to ensure adequate safeguards. We will consolidate and improve the achievements of the "three Guarantees" and ensuring drinking water safety.
(15) Enhancing the internal driving force for development in poverty-stricken areas and people. We will take increasing the income of people lifted out of poverty as a fundamental requirement, take accelerating the development of counties lifted out of poverty as the main direction, pay more attention to fostering aspiration and intelligence, focus on industrial employment, and constantly narrow the income gap and development gap. The central government will strive to increase the proportion of subsidies for rural revitalization to industrial development to more than 60%, focusing on supporting weak areas such as technology, facilities, and marketing. Encourage eligible farmers in poverty-stricken areas to develop garden economy. We will carry out various forms of consumer assistance, continue to promote the creation of demonstration cities and production areas for consumer assistance, and support poverty alleviation areas in building regional public brands. The operational assistance projects supported by financial funds and assistance funds should improve the interest linkage mechanism and drive the increase of farmers' income. Make good use of poverty alleviation project assets. We will deepen cooperation in labor services between the eastern and western regions, carry out a campaign to prevent people from returning to poverty and finding jobs, and ensure that the number of jobs for people lifted out of poverty is kept at least 30 million. We will continue to operate employment assistance workshops and other industrial assistance projects. We will give full play to the role of rural public welfare posts in ensuring employment. We will carry out the "Rain and Dew Program +" action to promote employment. We will implement a number of key projects to strengthen weak spots and promote revitalization in key counties of the national rural revitalization, deepen the implementation of "group" support for medical and education cadres and talents, and better give play to the role of village cadres and science and technology special commissioners in providing industrial support. We will carry out a special campaign to consolidate the results of poverty alleviation by relocating people from inhospitable areas and a special campaign to help relocated people find employment.
(16)Maintaining and improving policies for providing assistance. We will implement the policy of effectively linking the achievements of poverty alleviation and rural revitalization. We will carry out monitoring and evaluation of the development results of key counties for national rural revitalization. We will keep the credit supply in poverty-stricken areas unabated, and do a solid job of microcredit for people living out of poverty. Increase financial support for assistance projects in accordance with market principles. We will deepen cooperation between the eastern and western regions, organize the economically developed counties (cities and districts) in the eastern region to join hands with poverty-stricken counties to promote revitalization, and encourage poverty-stricken counties to undertake and develop more labor-intensive industries. Continue to do a good job of the central unit fixed-point assistance, adjust and improve the pair relationship. We will further promote the "10,000 enterprises to revitalize 10,000 villages" campaign. To study the normal support mechanism for rural low-income population and underdeveloped areas after the transition period.
Fifth, promote the high-quality development of rural industries
(17) Expand and strengthen the processing and circulation of agricultural products. We will take action to upgrade the processing of agricultural products, support family farms, farmers' cooperatives and micro, small and medium-sized enterprises in developing primary processing of agricultural products, and guide large agricultural enterprises in developing intensive processing of agricultural products. We will guide agricultural product processing enterprises to sink to production areas and concentrate in industrial parks, and build agricultural product processing industrial parks in major producing areas of grain and important agricultural products. We will improve the backbone network for the distribution of agricultural products, upgrade wholesale markets in producing areas, distribution centers, and sales centers, and develop a number of large warehouses in suburban areas. Support the construction of cold chain distribution centers in producing areas. We will coordinate epidemic prevention and control and market supply of agricultural products to ensure smooth flow of agricultural products.
(18) Accelerating the development of modern rural service industries. Comprehensively promote the development of county-level commercial systems. Accelerate the improvement of e-commerce and express logistics distribution systems in counties and villages, build county-level collection and distribution centers, promote the integrated development of passenger, freight and postal services in rural areas, vigorously develop new models such as joint distribution and instant retail, and promote the cold chain logistics service network to sink to the countryside. We will develop rural living services such as catering and shopping, culture and sports, tourism and leisure, elderly care and childcare, and information intermediaries. Encourage qualified areas to carry out new energy vehicles and green smart home appliances in the countryside.
(19) Fostering new industries and new forms of business in rural areas. We will continue to support the creation of towns with strong agricultural industries, modern agricultural industrial parks, and industrial clusters with advantages and characteristics. We will support the development of national demonstration parks for the integrated development of rural industries. We will vigorously promote the development of agricultural modernization demonstration zones. We will implement the rural revitalization plan to empower the cultural industry. We will implement high-quality rural leisure tourism projects and promote the upgrading of rural homestays. We will deepen the implementation of the "number of businesses to promote agriculture" and "Internet +" agricultural products out of villages and into cities, encourage the development of direct procurement and customized production models of agricultural products through e-commerce, and build a live e-commerce base for agricultural and sideline products. We will improve the standardization and standardization of industries such as clean dishes and central kitchens. Cultivate and develop the prepared vegetable industry.
(20) Fostering and strengthening county industries to enrich the people. We will improve the spatial distribution of industries in counties and villages, enhance the functions of industry bearing and supporting services in county towns, and strengthen the agglomeration functions of key towns. We will implement the "one county, one industry" project to strengthen counties and enrich the people. We will guide the relocation of labor-intensive industries to the central and western regions and counties, and support large and medium-sized cities in establishing related industries and supporting enterprises in neighboring counties. We will support the joint management of county-level industrial parks in state-level high-tech zones, economic development zones, and agricultural and high-tech zones.
Sixth We will expand channels for farmers to increase their income and get rich
(21) Promoting the increase of rural employment and income. We will strengthen the implementation of all policies to stabilize employment, give more priority to small, medium and micro enterprises to stabilize employment, and stabilize the employment of rural migrant workers. We will improve the vocational skills of rural migrant workers. We will improve the monitoring and early warning mechanism for the payment of wages to rural migrant workers. We will protect the employment rights and interests of overage migrant workers. We will accelerate the improvement of the system for protecting the rights and interests of flexible workers. We will strengthen the development of returnee business parks and training bases for rural business incubation. We will promote the use of cash-for-work in key government-invested projects and agricultural and rural infrastructure construction projects, and appropriately increase the proportion of labor remuneration.
(22) Promoting efficiency in agricultural operations. We will carry out efforts to raise the number of new types of agricultural operators, support family farms in setting up farmers' cooperatives and cooperatives in setting up enterprises in accordance with development needs, and encourage small farmers to cooperate in business operations and jointly increase their incomes. We will implement a campaign to promote social agricultural services, vigorously develop social services such as farming and seed replacement, management and collection, and whole-process management, encourage the construction of regional integrated service platforms, and promote cost savings, quality, and marketing efficiency in agriculture. We will guide the orderly transfer of land management rights and develop appropriate scale agricultural operations. Summarize the local experience of "small fields and big fields" and explore the gradual solution to the fragmentation problem under the premise of farmers' willingness, combined with farmland construction and land improvement. We will improve guidelines for nongovernmental investment in agriculture and rural areas, and strengthen oversight over the whole process of introducing, using, and withdrawing capital from rural areas. We will improve the qualification examination, project review and risk prevention systems for social capital to obtain land management rights through transfer, and effectively protect farmers' interests. We will continue to separate services for agriculture from government affairs and social enterprises, and continue to deepen comprehensive reform of supply and marketing cooperatives.
(23) To grant farmers more adequate rights and interests in property. We will deepen the reform of the rural land system, do a solid job in determining rights, steadily promote empowerment, and realize living rights in an orderly manner, so that farmers can share more of the dividends of reform. We will study and formulate guidelines on extending the second round of land contracts for another 30 years after they expire. We will steadily advance the pilot reform of the rural housing land system, effectively find out the numbers, accelerate the confirmation, registration and certification of the ownership of the unified housing land, strengthen standardized management, properly resolve problems left over from history, and explore the effective realization of the "separation of three rights" of housing land. We will deepen the trial of putting rural collective for-profit construction land on the market, and explore ways to establish an effective mechanism for adjusting land value gains that takes into account the interests of the state, rural collective economic organizations, and farmers. We will protect the lawful rights and interests of rural residents who have settled in cities, and encourage the transfer of land on a voluntary basis. We will consolidate and improve the achievements of the reform of the rural collective property rights system, establish an operating mechanism with clear property rights relations, scientific governance structure, sound business methods, and reasonable income distribution, and explore diversified ways to develop a new rural collective economy, such as resource contracting, property leasing, intermediary services, and asset equity participation. We will improve the supervision system for rural collective assets. The lawful rights and interests of women in rural collective economic organizations shall be safeguarded. We will continue to deepen the reform of the collective forest rights system. We will deepen trials and demonstrations of comprehensive rural reform.
Seventh Make solid progress in building a livable, employable and beautiful countryside
(24)Strengthening village planning and construction. Adhere to the overall planning at the county level, support the preparation of village plans by zoning and classification of villages with conditions and needs, and reasonably determine the layout and construction boundaries of villages. Incorporate village planning into the catalogue of village-level deliberations and consultations. We will standardize and optimize the setting of administrative divisions in rural areas, and prohibit the withdrawal of villages and the establishment of large communities against the will of farmers. We will promote comprehensive land improvement across the country, with towns and townships as the unit. We will actively activate existing collective land for construction, give priority to ensuring the needs of farmers for housing, rural infrastructure, public service space, and industrial land, and introduce policy guidelines on land for rural revitalization. Formulate guidelines for the improvement of village appearance, improve village style based on local characteristics, regional characteristics and national characteristics, and prevent large-scale demolition and construction, blind construction of archway pavilions "pile bonjing". We will implement a demonstration of the protection and utilization of traditional villages in continuous areas, and establish and improve systems for the investigation, identification, removal and pre-examination of traditional villages, and disaster prevention. We will formulate guidelines for building basic modern living conditions in rural areas.
(25) We made solid progress in improving rural living environments. Strengthen the improvement of village public space, and continue to carry out village cleaning actions. Consolidate the results of the rectification of rural household toilet problems, and guide farmers to carry out indoor toilet renovation. We will strengthen the construction and maintenance of public toilets in rural areas. With the focus on populated villages and villages around water source protection areas, the treatment of domestic sewage in rural areas will be promoted in different steps. Promote the classification and reduction of rural household waste at source, and timely removal and disposal. We will promote the utilization of toilet waste, perishable garbage and organic waste as local resources. We will continue to carry out patriotic health campaigns.
(26)We will continue to strengthen rural infrastructure. Strengthen the maintenance and safety management of rural roads, and promote the integration of supporting facilities along the routes, industrial parks, tourist attractions, and key rural tourism villages. We will promote the construction of large-scale rural water supply projects and the standardized upgrading of small water supply projects, and carry out special actions to improve water quality. We will consolidate and upgrade rural power grids and develop rural renewable energy. We supported the renovation of dilapidated rural houses and earthquake-resistant retrofitting, basically completed the investigation and improvement of potential safety hazards in rural housing, and established a supervision system for the whole process. We will demonstrate the construction of modern and livable rural housing. We will further implement actions to develop digital villages and promote the development and promotion of digital application scenarios. We will accelerate the application of big data in agriculture and rural areas and promote the development of smart agriculture. We will take responsibility for the management and protection of village public infrastructure. We will strengthen basic capacity building for emergency management in rural areas, and deepen efforts to address risks and hidden dangers in key areas such as rural transportation, fire protection, and self-built housing for commercial use.
(27) Improving the capacity of basic public services. We will increase resources for basic public services and strengthen weak links. We will promote the high-quality and balanced development of compulsory education in counties and improve the performance of rural schools. We will implement the living allowance policy for rural teachers. We will promote overall planning of medical and health resources at the county level, and strengthen the capacity building of medical and health care and medical security services at the rural level. We will coordinate and solve the problems of salary distribution and treatment guarantee for rural doctors, and promote the professionalization and standardization of rural doctors. We will improve our ability to prevent and control infectious diseases and respond to emergencies in rural areas. We will do a good job in the prevention and control of COVID-19 in rural areas, consolidate responsibilities at all levels, strengthen medical security for key rural groups such as the elderly, the sick, the disabled and pregnant, and safeguard the health and normal production and life order of rural residents to the maximum extent. Optimize the review and confirmation process of subsistence allowances to ensure that eligible people with difficulties "should be guaranteed". We will deepen social work services in rural areas. We will accelerate the construction of regional elderly care service centers in towns and townships, and promote elderly care services such as day care, mutual care for the elderly, visiting care, and dining halls for the elderly. We will implement the plan to improve the quality of rural women, strengthen the protection of rural minors, improve the social security system and care and service system for disabled people in rural areas, and care for and care for people with mental disabilities.
Eigthth Improve the rural governance system led by Party organizations
(28)Strengthen the political and organizational functions of rural grassroots Party organizations. Highlight the clear guidance of grasping the grassroots, strengthen the responsibility of county-level party committees to grasp the countryside and promote the village, and further promote the party building to promote rural revitalization.
