In 2021, the Ministry of Finance, together with the National Rural Revitalization Administration and six other departments, jointly formulated the Measures for the Management of Central Fiscal Subsidies for Promoting Rural Revitalization, adjusting the special poverty alleviation funds of the central government into subsidies for promoting rural revitalization, expanding the scale of the funds to 156.1 billion yuan, and clearly focusing on supporting the cultivation and expansion of advantageous industries with characteristics in underdeveloped areas. In order to cultivate and strengthen the characteristic industries of the areas out of poverty, make the foundation of poverty alleviation more stable and the results more sustainable, 10 departments including the Ministry of Agriculture and Rural Affairs, the Ministry of Finance, and the National Rural Revitalization Administration issued the Guiding Opinions on Promoting the Sustainable Development of Characteristic Industries in Areas out of poverty, proposing that by 2025, the development foundation of characteristic industries in areas out of poverty will be more stable and their vitality will continue to increase. In order to implement the spirit of the document, the Provincial Department of Agriculture and Rural Affairs, together with the Provincial Development and Reform Commission and other nine departments, jointly issued the "Implementation Opinions on Promoting the Sustainable Development of Characteristic Industries in poverty Alleviation Areas" (hereinafter referred to as "Opinions").
Second. Formulation basis
According to the Ministry of Agriculture and Rural Affairs, the Ministry of Finance, the National Rural Revitalization Bureau and other 10 departments issued the "Guidance on Promoting the Sustainable Development of Characteristic Industries in poverty alleviation Areas" (NONGPFA (2021) No. 3).
Third. Work objectives

The "Opinions" requires five adherence:
