Notice of the Ministry of Agriculture and Rural Affairs on announcing the creation list of National Rural revitalization demonstration counties in 2023

        In order to implement the deployment of the Party Central Committee and The State Council, the Ministry of Agriculture and Rural Affairs carried out the application and review of the creation of national rural revitalization demonstration counties in 2023, which were applied for at the county level, selected at the municipal level, reviewed and recommended at the provincial level, and reviewed by experts and publicized by the public. It is hereby announced that 100 counties (cities, districts and banners) including Pinggu District of Beijing will be established as National Rural revitalization demonstration counties (hereinafter referred to as "demonstration counties") in 2023.

        Comprehensively promoting rural revitalization is a key task for the new era and the new journey for agriculture, rural areas and farmers. Agricultural and rural departments at all levels should perform their duties, take responsibility for their work, and do a good job of demonstration and creation with innovative ideas and pragmatic measures. First, we will strengthen the implementation of responsibilities. Provincial agricultural and rural departments should strengthen overall coordination and do a good job in guiding services. The creation unit of the demonstration county should bear the main responsibility, the party and government "first hand" personally grasp, coordinate the forces of all parties to jointly push, and implement the creation measures. The second is to refine the implementation plan. The creation unit of the demonstration county should focus on key tasks such as the improvement of grain production capacity, the development of the whole chain of rural industries, the construction of green and beautiful villages, the improvement of rural facilities and services, and the improvement of rural governance efficiency, refine the implementation plan according to local conditions, clarify the stage objectives, select the target carrier, and promote pragmatically and effectively. Third, gather resources to promote. Optimize the policy environment, guide various factors such as capital, technology, talent, and information to converge with the founding units of the demonstration counties, and build a diversified investment pattern. The fourth is to choose the typical model of the tree. Summarize the good practices of demonstration counties in a timely manner, promote typical cases, promote replicable paths and models, and lead and drive the comprehensive revitalization of rural areas in similar areas.

        The provincial agricultural and rural departments are requested to guide the creation units of each demonstration county to modify and improve the creation plan, and report to our Ministry for the record before October 20, 2023, as the basis for monitoring and identification of demonstration counties.
