Digital economy to promote common prosperity implementation plan
The digital economy is conducive to accelerating the efficient flow of production factors, promoting the sharing of high-quality resources, and promoting the equality of basic public services. It is an important force for promoting common prosperity. In order to fully implement the guiding principles of the Party Central Committee and The State Council, promote the deep integration of digital technology with the real economy, constantly strengthen, improve and expand China's digital economy, promote the resolution of unbalanced and inadequate development through digital means, promote all the people to share the development dividend of the digital era, and help achieve common prosperity through high-quality development. This implementation plan is formulated.
First. General requirements
(1). Guiding ideology. We will continue to narrow the gap between regions, between urban and rural areas, between groups, and in basic public services, and continue to bridge the "digital divide", create conditions for inclusive and fair development and competition, promote greater integration of fairness and efficiency, promote the digital dividend to benefit all people, strive to promote common prosperity for all people, and promote high-quality development.
(2).Development goals. By 2025, the digital economy will continue to improve policies and measures to promote common prosperity, make positive progress in addressing the gap between regions, urban and rural areas, groups and basic public services, make the layout of digital infrastructure more inclusive and balanced, further implement the digital transformation work for key regions and small and medium-sized enterprises, and carry out orderly coordination between the eastern and western parts of the digital economy. Digital countryside construction has contributed to rural revitalization and urban-rural integration. Digital literacy and skills, information accessibility and new forms of employment have been effectively promoted. Digitalization has further improved the level of equality in basic public services, and the digital economy has begun to play a positive role in promoting common prosperity.
By 2030, the digital economy should have formed a comprehensive policy system for promoting common prosperity, achieved remarkable results in accelerating the bridging of gaps between regions, urban and rural areas, groups, and basic public services, and formed a number of typical cases of cooperation between the Eastern and western regions and innovative achievements that can be replicated and promoted, and made substantial progress in promoting common prosperity.
Second.promote coordinated digital development among regions
(1). Advancing digital infrastructure. We will further implement the project of "counting in the East and counting in the West", and accelerate the construction of a national integrated computing network. With 8 national computing hubs and 10 national data center clusters as the starting point, the three-dimensional implementation of the "East number and West calculation" project will deepen the integration of computing networks, strengthen network support, promote the interconnection of computing power, and guide the cross-regional flow and integration of data elements. We will organize the implementation of cloud-based actions to enhance the capacity of carrying and serving network infrastructure in small and medium-sized cities, promote the optimization of the layout of application infrastructure, improve the level of information infrastructure in small and medium-sized cities, and bridge the regional "digital divide".
(2.) Promoting the digital development of industrial chains. Formulate an action plan for the digital transformation of the manufacturing industry, formulate a roadmap for the development of digital transformation in different industries, deepen the implementation of intelligent manufacturing engineering and industrial Internet innovation and development projects, accelerate the exploration of smart factories, system solution research and standard system construction, and promote the in-depth development of intelligent manufacturing systems. With the industrial Internet platform as the carrier, we will strengthen the research and development and industrialization of key core technologies, create application scenarios for digital transformation, improve the transformation service system, and promote the formation of a platform supported integration ecology for large, small and medium-sized enterprises. We will promote the integrated development of the primary, secondary and tertiary industries, support Internet platform enterprises to leverage their own advantages, promote reverse customization, vigorously develop digital cultural industries, expand the application of smart tourism, and create conditions for the central and western regions and Northeast China to leverage their natural endowments to promote employment and entrepreneurship and increase income. Support the digital transformation of micro, small and medium-sized enterprises, strengthen the supply of public services, rely on the existing digital service institutions and innovation carriers, promote the construction of regional and industry-based digital transformation promotion centers, and provide transformation consulting, testing experiments, talent training and other services for micro, small and medium-sized enterprises. Build a number of professional national talent markets for digital economy and digital technology.
(3). Strengthen coordination between the Eastern and western regions in the digital economy. We will promote industrial complementarity, support cooperation partners in jointly building digital economy industrial parks, promote the rational and orderly transfer of industries to the central and western regions and Northeast China, strengthen assistance and cooperation through enterprise cooperation, and mobilize eastern enterprises to give full play to their advantages and invest in the central and western regions and Northeast China. Promote technical cooperation, support the cooperation parties to give play to the advantages of digital technology and talents in the eastern region, the advantages of resources, environment and test sites in the central and western regions and Northeast China, focus on the difficulties in the development of digital economy in the central and western regions and Northeast China, and jointly carry out cooperation on key problems. Support personnel interaction, improve the mechanism of labor cooperation and docking in the digital economy, support the two parties to build employment recruitment and employment platforms in the digital economy, and smooth the employment channels in different places.
Third, vigorously promote the construction of digital countryside
(4) Accelerating the pace of digital transformation of rural industries. We will further implement the digital rural development action to empower rural revitalization through digitalization. Improve the level of rural digital infrastructure, continue to promote universal telecommunications services, deepen network coverage in rural areas, accelerate the construction of "broadband frontier", constantly improve the supply capacity of communications infrastructure in rural and remote areas, further promote smart radio and television, carry out smart radio and television rural projects, and comprehensively improve the digitalization, networking and intelligent level of rural radio and television. We will vigorously develop smart agriculture, combine the characteristics of agricultural production in different regions and different scales, take advanced application as the main direction, promote the application of intelligent agricultural technology and equipment, and improve agricultural science and technology information services. Actively cultivate and develop new business forms and new models, further develop the "number of businesses to promote agriculture", implement the "Internet +" project of agricultural products out of villages and cities, carry out live e-commerce action to help agriculture, cultivate a number of e-commerce enabled agricultural products online brands and characteristic industries, and deepen the comprehensive demonstration of e-commerce into rural areas. Strengthen the flow support of agricultural products business entities, expand sales channels for agricultural products in remote areas, promote the development of new business forms such as leisure agriculture, creative agriculture, and forest health with the help of the Internet, and promote rural revitalization enabled by digital culture.
(5) Intensify efforts to train rural digital talents. Improve farmers' digital literacy and skills, continue to promote the training of farmers' mobile phone application skills, carry out courses such as smart agricultural application and live e-commerce training, so that mobile phones become "new farm tools", data become "new farm materials", and live streaming of goods become "new farm work". We will make innovations in the mechanism of connecting farmers with farmers, improve the mechanism of connecting the interests of various business entities with farmers and rural areas, encourage large agricultural enterprises to increase support for public welfare technologies and services, ensure that farmers share the digital dividend, and attract more talents to return to their hometowns to start businesses. Strengthen the training of digital application skills, and create a high-quality farmer team with "culture, technical understanding, good management and management".
(6) Improving rural digital governance. The use of Internet means to continuously improve the efficiency of rural governance and service management level, and promote diversified and interconnected governance. We will improve the rural information service system, expand service application scenarios, and enrich service methods and contents. We will deepen digital inclusive services in rural areas, vigorously develop digital inclusive finance in rural areas, create financial products and services that benefit agriculture in light of local conditions, and promote better living conditions.
Fourth, strengthen digital literacy and job security
(7). Strengthening digital literacy and skills education and training. Continue to enrich the supply of high-quality digital resources, encourage all kinds of educational, scientific and cultural institutions to actively open up education and training resources, and share high-quality digital skills training courses. We will continue to improve the digital education system, incorporate digital literacy training into education and teaching activities for primary and secondary schools, communities and senior citizens, and strengthen the development of digital technology-related disciplines in colleges and vocational colleges. Build a digital literacy and skills training system, build an open and long-term social training platform, and increase training efforts for key groups.
(8) Implementing the "information Barrier-free" promotion project. We will continue to promote the adaptive transformation of various applications, focusing on the specific needs of the elderly, the disabled and other groups, and focusing on the adaptive transformation of websites and mobile apps closely related to their production and life. We will explore the establishment of barrier-free standards and norms for digital technologies, clarify accessibility standards for digital products, and establish standards for various means of interaction such as text, images, and voice.
(9). Strengthening protection of the rights and interests of workers in new forms of employment. We will continue to implement policies and measures to protect the rights and interests of workers in new forms of employment, and accelerate the exploration of social security participation measures that suit the characteristics of workers in new forms of employment. Guide platform enterprises to fully listen to the opinions of new employment forms relying on the platform, formulate and adjust labor rules according to law and compliance, and timely and effective disclosure before implementation. Support policies for employment and entrepreneurship will be implemented in accordance with regulations for workers in new employment forms and enterprises that employ key groups.
Fifth. Promote inclusive provision of social services
(10). Promoting the sharing of high-quality digital educational resources. Support the development of content-rich digital educational resources for less developed areas, improve the online teaching environment of schools, achieve full coverage of digital campuses in all schools, and promote cross-regional and cross-urban sharing of high-quality educational resources. Strengthen the precise supply of education services, rely on the government data sharing and exchange platform, strengthen the data sharing and exchange between departments, and improve the accuracy of the identification of students from poor families and the convenience of applying in different places. Establish a professional digital education talent team, train digital education system design, development, operation and maintenance personnel, develop software and hardware adapted to the local development stage, and improve the use efficiency and maintenance level of equipment.
(11) Strengthening telemedicine supply and service capacity. We will further promote the construction of a smart medical joint platform, and improve the service capacity of community-level medical and health institutions. Actively improve the provincial, county and rural five-level telemedicine service network, promote the sinking of high-quality medical resources, promote the healthy development of telemedicine services, use Internet technology to extend medical services to patients, and improve the accessibility and convenience of medical services. We will strengthen the construction of digital infrastructure for community-level medical and health care, promote the interconnection and sharing of population information, electronic medical records, electronic health records and public health information, and build a comprehensive county health information platform by 2025.
(12) Improving the informatization level of elderly care services. We will carry out the pilot of a comprehensive platform for basic elderly care services, and promote the digitization of service lists, the facilitation of data empowerment, the precision of supply and demand docking, and the wisdom of service supervision. Support and guide local governments to speed up the construction of a comprehensive information platform for elderly care services for the public, achieve convenient access to elderly care services, accurate connection between supply and demand, equipped with elderly care products such as mobility, food, clothing, toilet, bath, and perception, and meet the needs of multi-level and diversified elderly care services such as social, health, and life services.
(13). Improving digital social security services. We will improve the application of big data for social security, and rely on the national integrated government service platform to carry out cross-regional, cross-departmental, and cross-level data sharing applications, so as to realize the "cross-provincial general management" of social security. We will accelerate the digital transformation of social security administration. Expand the application of social security card residents' service "one card", provide the masses with electronic social security card "scanning code and identification" services, and enrich the application scenarios such as the issuance of treatment subsidy funds and services for the elderly and disabled.
Sixth. Safeguard measures
(14). Strengthen organizational leadership. Relying on the inter-ministerial joint conference system for digital economy development to strengthen overall coordination, all relevant departments and units should promote the division of labor according to their responsibilities, and incorporate their key work. All regions should adopt specific measures and implement them in light of local conditions. The National Pilot zones for Innovation and Development of the Digital Economy, demonstration zones for common prosperity, and leading zones for digital villages should play a leading and exemplary role. All regions and relevant departments, and the eastern, central, western, and northeastern regions should strengthen communication, work coordination, information sharing, and complementarity. We will establish a working mechanism for horizontal coordination and upward linkage, and form a synergy in promoting common prosperity in the digital economy.
(15). Strengthening factor assurance. All localities and departments should take the digital economy to promote common prosperity as the key direction of policy planning, coordinate various factor resources such as capital, data, talents and projects, actively utilize financial funds at all levels, implement supporting construction funds and facility operation guarantee funds, follow the principles of green, low-carbon and environmental protection, strictly control the scale and construction standards of construction, and avoid duplication of construction and waste of investment. Strengthen the development and utilization of public data resources, promote the efficient and compliant use of data, cultivate data factor enterprises, prosper the data factor market, and further activate the data factor dividend. Encourage the opening of relevant application scenarios, give play to the main role of enterprises in innovation, and use social capital, market-based means, and professional talents to improve the level of service supply.
(16) Establish an evaluation system. We will accelerate the establishment of an evaluation and monitoring mechanism for promoting common prosperity through the digital economy, and adhere to the combination of quantitative and qualitative, objective and subjective evaluation, so as to fully reflect the goals and results. Strengthen the application of evaluation results, effectively guide policy formulation and task implementation, and promptly identify and solve problems in the process of progress. Strengthen dynamic monitoring and analysis, regular supervision and guidance, and ensure the orderly progress of all tasks.
(17) Intensify publicity efforts. Strengthen the publicity and interpretation of policies, make full use of various media platforms and propaganda matrices, vigorously publicize the concept and measures, progress and effectiveness of the digital economy to promote common prosperity, strengthen the influence and appeal of policies, and increase the enthusiasm and participation of all parties. We will promptly summarize and refine a number of good experiences, good practices and good cases of the digital economy in promoting common prosperity, and strengthen publicity and promotion and exchanges and mutual learning.
